Basement Waterproofing - Useless Tarps or lining

Most crawl spaces have some sort of thin tarp or lining put down to cover the dirt floor, but it is really useless. It does not prevent water, critters, or dirt from coming into the area. It could have been the builder who laid it out to spend less money instead of preventing extra work for the future homeowner later.
